President Wilford Woodruff.
City.

Dear Brother,

Bishop Romney and Counselor
Gibbs are both absent from the City, but were they
present I feel assured they could endorse the
letter of acceptance of my brother Edgar, as being
worthy to undertake the mission to which he has
been called. As Second Counselor to the Bishop
I have no hesitancy in doing so.

Very Respectfully,

Your Brother,

Jos. F. Simmons.
