Business done by the holder of this Permit is charged to the Church, consequently, messages on busi- ness in which others are also specially interested are not included in this Permit, and it refers exclusively to that of the holder only. All messages beyond the limits of the Deseret lines must have the amount for such "other lines" prepaid or guaranteed on them, unless answers to messages received. ...
