President W Woodruff Dear Bro On my return home from my late visit to Salt Lake I learned that steps were being taken to give trouble to the bretheren in Bingham and Bear Lake Counties, who voted at the last election, and on learning later that the naturalization of the bretheren in the former County was to be opposed, my anxiety increaced, as the prospect was the repetition of what took place before Judge Anderson's court. After mature deliberation I concluded that the object must be wholey political. It was natural that the Republicans who look for a hard and close fight at the next election should endavor to intimidate the "Mormons," to make sure of there not voting. On this assumption I concluded to send Bro Joseph R Shepherd, a trusty and prudent young man on a private mission, the nature and result of which he will be pleased to explain to you. It will be best for me to remain here in view of the probability of being wanted, and I send Bro Shepherd knowing your anxiety about the bretheren, and the importance of your possessing an under- standing of what we are doing.
