Salt Lake City, U. T. . Elder Joseph F. Smith, Washington, D. C. Dear Brother Joseph F.: We have just received a very inter- esting communication, under date of the 3rd inst., from Brother John T. Caine. In speaking of the Amend- ment to the Federal Constitution, which is very likely to come up before the House, he is desirous to know our views concerning his action upon that question. Mr. Gibson, it seems, suggested to him in the first place that he should remain neutral.
