Letter from James Sharp, 31 January 1889
Salt Lake City, U. T. . President W. Woodruff, Salt Lake City. Dear Brother: Replying to your favor of 3rd, inst., would respect- fully state that at the time the application for pass in favor of Brother Isaac M. Waddell was received, we were making an arrangement to limit the issue of passes for the present year, and only on agrrdeed lists with other Companies. Thus far we have issued passes to the Quorom of the Twelve to some Stake Presidents and their Counselors and a few others, and we find that the list far exceeds our expectations. It is probably needless to tell you that the number of passes in Utah has been very great, and that the Railways are not earning what is necessary to satisfy the owners, hence our instructions to retrench wherever possible. I regret it will not be consistent at this time to issue pass to Bro. Waddell. Yours very truly, James Sharp asst. General Superintendent.

Letter from Christen G. Larsen, 31 January 1889
Castle Dale, Emery Co., U. T., . Prest. W. Woodruff: Salt Lake City: Dear Brother: Permit me to present an ityms for your consideration. Namely, There is a vacansy in the Presidency of Emery Stake. Brother R. Justensen Second Councilor resigned a short time ago. his business being such that he could not be with us. as much as was necessary. And when Apostle John H. Smith and Presiding Bp. W. B. Preston, visited, Emery Stake, they suggested the name of Brother William Howard of Huntington Ward, to fill the vacancy. He is one of the High Councilors, and we believe able to fill the Position. And we very much feel the need of having a full Corum. Any advice you may feel to give in this matter, will be thankfully received. With kindest regards. I remain your Brother in the Gospel, C. G. Larsen
