San Francisco, 188 Pres. Wilford Woodruff, Salt Lake City, Utah. Dear Sir; We have heard nothing from Mr. Nelson or from you with reference to his account and feel that we have now waited long enough hence shall place this matter in the hands of the people who attend to the collecting of old bills. We are sorry to be compelled to take this course, but feel compelled to do so in justice to ourselves, for this account is certainly standing out a long time and should have been paid before Mr. Nelson went away. Unless we have something definite one week from date, we shall take active steps. We thought it at least courtesy to notify you, as you have expressed an interest in the matter. Yours very truly, R. Circular to stake presidents and counselors, 2 December 1889

Salt Lake City, Utah, . To the Presidents of Stakes and their Counselors. Dear Brethren: There never was a time probably in our history, when the Latter- day Saints needed more than they do at present the assistance which God has promised to render to us. He has made precious promises to His Church; among them He has said that no weapon that is formed against Zion shall prosper. This will be fulfilled to the very letter. The Lord's word cannot fail. But it is for us, as a people, to place ourselves in such a condition that we can ask the Lord in faith for these bless- ings, and receive them at His hand. We should so live that He will feel bound by His promises to come to our aid and to fulfil His words to us. We have never appealed to Him in vain. He has always listened to our supplications when we have approached Him aright. The knowledge of this encourages us to cry unto Him as an entire people, with united voice. And that we may do this in a proper manner we have felt led to set apart the next anniversary of the

Richfield, Utah, Presdt Woodruff, Dear Bro: In reflecting on the situation of the children of the Latter Day Saints, my mind was led out in a train of thought, which I concluded in part to place on paper and submit for your consideration. You being the chief Officer in the Cause of Improvement. I think sometimes boys receive the priesthood, and are promoted in it, who are not sufficienlty instructed in the priniciples of the Gospel, to have an intelligent concep tion of the responsibilty assumed. Would it not be well to make ^some of^ the Institutions known as "helps in the government" in the church such as Sabbath Schools, Primary and Young Men's Mutual Improvement Associations the educators of and stepping stones to receiving and promotion in the priesthood Of course I do not wish to be understood that this matter is altogether recklessly treated by our Bishops but from personal experience and observation
