Salt Lake City, Utah. . Prest. Orson Smith, Logan. Dear Brother: Referring to the conversation you had with us on Dec. 1st regarding the propriety of your accepting the position of tithing clerk for your stake, in which we consented to and favored your doing so, we de- sire to inform you now that on Saturday Bishops Preston and Winder waited upon us regarding our action in this matter, reminding us of the policy heretofore agreed upon by us governing the question of Presidents of stakes acting as tithing clerks, which was, in effect, that, as it became the duty of stake presidents to certify to the correctness of the stake financial retuhrns to the Presideing Bish- op's Office, it would be inconsistent for them to act as tithing clerks, as they themselves would necessarily have to audit their own accounts; and for that rea- son some stake presidents who had been acting as tithing clerks were requested to resign the position of clerkship. After considering this matter we thought it would be better to employ you as our financial agent—as we need such a person in Cache valley—rather than to make your case an exception to the ^this^ rule. The business of financial agent will be to find a market for and dispose for cash the church produce and stock of your region; and for your services in this direction it is proposed to allow you $800, which, in connection with the compensation al- ready allowed you for services as president, will give you an income of $1600 a year. We think this a better arrangement for you personally, as it will relieve you from the routine of office work as well as the responsibility of the business of the office, and leave you free to criticise, if necessary, the accounts, which will be more in keeping with your official position.
