Prest. Wilford Woodruff: Dear Brother: Two other questions are presented to me which I would like to submit for answer of your convenience: 1st If a recommend signed by the Prest. of the mission certifying that a member has paid his or her tithes and fulfilled all the duties of a L. D. Saint equivalent to a Bishops recommend entitling the holder to this blessings of the Temple &c? ^No. The rule is that such recommend will entitle the holder to membership in any ward, in any stake of Zion with which he or she may wish to unite. Any exception to this rule must come to the Presidenc to be decided on merrits.^ 2nd After an Elder has filled his mission does the Church pay his fare home in whole or in part? ^The Church generally pays the Ry fare of returning missionaries from field of labor to their homes by nearest route, and at special rates procured by our agents.
