Letter to Francis Asbury Hammond, 16 March 1898

P.O. Box B. Salt Lake City, Utah, . Prest. F. A. Hammond and Counselors, San Juan Stake of Zion. Dear Brethren: The financial condition of the church has rendered it absolutely necessary that a more rigid system of disbursing its funds be adopted in the future than has obtained in the past, and in order to meet this necessity we have formed an estimate of the present year's income of the church, based on the receipts of re- cent years, and apportioned an equitable percentage of the same to the various departments claiming its support or assistance. This policy we regard as altogether better from a business standpoint, and more likely to give better general satisfaction than the practice heretofore followed of appropriating means for various purposes without knowledge on our part of the ability of the church to meet such appropriations. This practice has been one of the causes which renders it necessary to adopt this new method of disbursing the funds at our disposal. We also find it necessary, besides having to resort to a more business like way of disbursing church funds, to curtail expenses, revise fixed expenditures, and make provision for our obligations. This has required a reduction in the number of employes, and a general reduction of wages and retrenchment in every direction. We hope by strictly adhereining to this way of doing our business, and continuing to encourage and insist upon retrenchment
