Letter to Morgan Richards Jr., 29 July 1890
President Morgan Richards, jr. Parowan. Dear Brother: As it will be some weeks before the General Board of Education can be called together, I have thought it well to acknowledge the receipt of your favor informing us of the decision of the good people of Parowan to es- tablish a church school in that city. We are gratified to learn that this conclusion has been reached, and we trust that when once started the school will be and continue to be a success. Regarding Church aid we can give you no assurance that any finan- cial help can be rendered the Parowan school at present. The Church, owing to the adverse decisions of the United States courts, is divested of its property, and its yearly income is not sufficient to meet the current expenses and oblit- erate outstanding obligations. The policy of the General Board of Education thus far has been and now is, to aid one church institution in each stake which by this assistance can employ instructors who can teach^,^ in connection with the principles of the Gospel^,^ the higher departments^,^ and by this means one high school can be secured to every stake^,^ where our youth can continue their studies in those branches of learning not taught in the district schools. It is for schools of this description that the greatest need is felt by our people and for which there has been the most pressing demands. With kindest regards, Your Brother, W. Woodruff
