Letter from William Budge, 22 April 1897

Pres. W. Woodruff, Dear Brother: The Presidency of the Stake have thought it necessary to organize the Saints in Nounan valley into a Ward. The Saints in that locality have hitherto been under the Presidency of an Elder. The Elder is quite old and does not enjoy good health. He has been anxious to lay down his responsibilities, although he is a good man and feels well in the work of the Lord. We have selected Edgar M. Lindsay to be Bishop if the organization contemplated meets your mind, and the High Council of the Stake has endorsed our selection. Garden City is a settlement about twenty miles south of Paris. The Bishop of the place is Robert Calder. He is also a good man but has not succeeded very well in his Bishopric, has got tired and is discouraged although the place is quite small. At his request we have consented to release him and have selected Samuel Weston of Lake Town to succeed him. Our selection of Bro Weston has also been endorsed unanomously by the High Council. Elders Lindsay and Weston at are both young married men
